Here are some techniques that pros use to reduce water waste and save time.

HOME CAR WASH
The water and soap that you use will affect the quality of the wash. Always use clean (lukewarm) water and a large bucket (preferably with a gritguard). This allows the dirt from the sponge to fall to the very bottom of the bucket, keeping the water at the top of the bucket clean. Use a low-pressure stream of water. This will help protect your paint.
Always use a high-grade soap from a professional detailing company. Good soap contains ingredients that break down contaminants like oil and dust during the wash. A good soap will produce significant foam and should be able to rinse off easily.
Always use a car wash sponge or mitt
Use different towels for different parts of the car. For example use a particular micro-fiber towel on windows and another on wheels whenever you wash your car.
Get the car wet using a water hose or other low-pressure stream. Start from the top of the vehicle and allow the water and dirt to drip down to the ground. The goal here is to just get the vehicle wet enough so that you can begin the sponge wash.
